It's true that lip balms are not really helpful in the long run. They ease chaffed lips, but only as long as you keep applying them. Lips are more consistently dry as a result. That's why I have to laugh at the ingenious facetiousness of Lip Balm Anonymous in saying that "Chap Stick and other lip balms are 'gateways' to hard drugs."
Yes the site is over-the-top: "With my head hung low and lips aquiver, I must confess to a long- standing addiction: I crave an intoxicating combination of petrolatums, padimate O, lanolin, isopropyl myristate and cetyl alcohol to get me through my days and nights. Combine these chemicals and you get a substance that medical journals refer to as lippus balmease. I'm talking about Chap Stick."
My internet-friend Joser does say on his blog, "The first thing I am going to do when I get these stitches removed is to lick my lips and apply lip balm in an obsessive manner," but I don't think he is caught up in some crazy conspiracy. He really has a good excuse. (Thanks to him for the initial link.)

I was introduced to Burt's Bees while enjoying a dance in a Vegas club. I stay away from Chapstick, it's all about the bees wax. ;)
